HOW BUSH AND KIM JONG IL GOT TO DEADLOCK

That a so-called rogue nation entered the nuclear weapons club on George W. Bush’s watch marked a major failure for his administration.1 This failure was part of a broad syndrome wherein the Bush administration alienated U.S. partners and inspired adversaries to resist American policies. Failure in Northeast Asia was different from but no less ominous than the debacle in Iraq. Bush committed hard power to Iraq, where it could do little good, while using few sticks or carrots to sway North Korea from its nuclear ambitions.

The 1994 Agreed Framework lasted just eight years. Both Washington and Pyongyang declared it dead in 2002–2003. North Korea then withdrew from the NPT and expelled International Atomic Energy Agency inspectors. Heavy oil deliveries and KEDO’s work on the light-water reactors stopped. Using plutonium from Yongbyon, the DPRK tested a nuclear device in 2006 and another in 2009.

During the president’s first term, his administration abjured serious negotiations with North Korea. In his second term, however, Bush permitted the State Department to search for a deal. Despite some movement toward a grand bargain, however, Washington and Pyongyang deadlocked in 2008.2 How did this happen? Let us review the factors that shaped Bush’s dealings with North Korea.
